'This is a cell in a police station, which is private property, rented by the county. The building is on the road side, and in a convenient situation. The cell is 9 feet long, 6 1/2 feet wide, and 6 feet high, and contains about 350 cubic feet. The door opens into a back kitchen. The cell is dry in summer, but damp in winter. The only provision for light and ventilation is a small grated opening in the door, and there is no provision of any kind for warming. The place is tolerably secure. There is a gaurd bed, but no bedding. No proper night vessels are provided.'
