'Connected with the county prison. ... The two cells still in use [three originally] are very unfit for purpose. They are very ill lighted and very ill ventilated, and have no provision for warming them. They are, moreover, so far removed from the house of the officer in charge of them, that this officer could not hear a prisoner if help was wanted.'
