Description

  • 'The former lock-up occupied by the police has been discontinued, and a new station for the police, with three lock-ups, has been formed in the basement of the Town Hall ... The floors of the cells are brick, their roofs the wooden flooring of the Town Hall above. They are imperfectly ventilated. The conveniences having no vent or drain to carry off the soil, cannot fail of being most offensive. The cells are lighted by windows, looking directly into a yard, which is the common thoroughfare to an adjoining public house; and to prevent communication, the police are obliged to close them, and thus impede that circulation of air in which they are so deficient. I consider these lock-ups to be very deficient, and regret that the municipal authorities should have been so ill advised as to construct them in so inconvenient a situation.'
